National Development and Reform Commission (NDRC): Direct investment in computing power network construction will reach 4 trillion yuan during the 15th Five-Year Plan period
According to Cailian News, Jiang Yi, Director of the Policy Research Office and Spokesperson of the NDRC, stated at a press conference that relevant institutions estimate direct investment in computing power network development will amount to 4 trillion yuan in the 15th Five-Year Plan period. Since computing power construction is primarily funded by enterprises, this will unlock massive opportunities for private investment. The NDRC will strengthen planning guidance and factor support to foster a favorable environment for private capital.
What exactly is a computing power network? Simply put, it functions as a "national power grid for computing resources". Households do not need individual generators because power is centrally generated and allocated via the grid. Similarly, the computing power network interconnects data centers and supercomputing hubs nationwide to enable unified scheduling. Users can directly purchase computing resources on demand from the network, substantially cutting operational costs.
In the computing era, a token serves as the basic unit for AI information processing. Total token consumption reflects the adoption scale and application depth of innovative AI agents, while token costs mirror the computational efficiency of algorithms. As technologies mature and computing capacity expands, the per-token cost will gradually decline.
Beyond meeting public demands, the construction of computing power networks delivers strong multiplier effects comparable to high-speed railways and 5G infrastructure. It drives investment growth and accelerates industrial upgrading across artificial intelligence, big data, industrial internet and related sectors.

The computing power network forms part of the "Six Major Networks", a key infrastructure initiative coordinated by the NDRC. The portfolio includes water networks, upgraded power grids, computing power networks, next-generation communication networks, urban underground pipeline networks and logistics networks. Large-scale investment exceeding 7 trillion yuan is projected for these projects in 2026 to expand domestic demand and stabilize economic growth. Instead of developing independently, the six networks emphasize integration and coordinated operation, with defined development priorities and targets for each.
