The Ministry of Industry and Information Technology of Guangdong Province, together with the Guangdong Provincial Communications Administration, recently issued the Policy Measures on accelerating 5G Network Construction (hereinafter referred to as the Policy Measures), incorporating the special plans for 5G base stations into local territorial space plans. The special plans for 5G base stations will be released by the end of September this year.
Special plans for 5G base stations will be incorporated into local territorial space plans, the document said. By the end of August 2020, local municipal people's governments will have completed the examination and approval of local special plans for 5G Communication Base Stations (2020-2022), and will issue special plans for 5G base stations by the end of September. For newly built or renovated buildings, local natural resources authorities should take into account the co-construction and sharing requirements of each basic telecom enterprise and Guangdong Tower when drawing up detailed plans, and put into the planning drawings the spatial requirements of base station quantity and specifications in the special planning of base stations. In addition, promote the synchronous design, construction and acceptance of new buildings and base stations. The local authorities in charge of natural resources, housing and urban and rural construction should list the site of base stations as the necessary content in the examination and approval of the design of new residential quarters, commercial buildings and other building schemes, the examination of construction drawings and the acceptance of completion.
The Policy Measures call for a clear scope for free access. By the end of September 2020, cities and regions shall formulate and issue an open list of public resources to support the construction of base stations and indoor distribution systems, regularly update the list every year, and define the electricity cost standards for base stations. The base stations in the whole province (excluding Shenzhen) uniformly implement the general industrial and commercial electricity prices, and the base stations in Shenzhen implement the catalog sales electricity prices published by the Provincial Development and Reform Commission.
We will promote the construction of base stations and indoor distribution systems. Adhering to the principle of "leading by planning, opening up and sharing, and serving the society", GUANGDONG Management Bureau is responsible for organizing various basic telecom enterprises, Guangdong Tower and related enterprises, and coordinating the construction requirements of tower and other base station supporting facilities. All the requirements of new construction, renovation and expansion of macro stations, micro stations and indoor distribution systems shall be input into the provincial telecommunication infrastructure co-construction and sharing management system.
